Overall Flood Updates

Over view of torrential rains and floods:

Although prevalent monsoon season in Pakistan have disrupted routine life throughout the country but recent floods have played havoc in most parts of the country and life has come to complete halt in various areas. Hundreds of causalities have been reported from the area, as due to heavy floods in the area and damage to infrastructure, hundreds of people are reported to be washed away or killed under debris of their falling houses.

Run off water in AJK has resulted in heavy flood in river Jhelum which have resulted in inundation of various low lying areas across the banks of the river and 23 causalities have been reported besides heavy infrastructure damages.

The process of rapid assessment was initiated by SPO in the affected areas across the country, and damage assessments are being carried-out with the support of partner organizations and other civil society organizations. Until now, the process of rapid assessment in Baluchistan has recently been completed and obtained data compiled in the form of compensative report and shared with relevant stakeholders.

Beside comprehensive rapid assessments, SPO teams all across Pakistan are involved in collection of data related to human and infrastructure damages caused due to torrential rains and resultant flash floods and this data is shared with relevant stakeholders in the form daily updates. Accordingly, daily update report for 30th July 2010, comprising data related to human and infrastructure damages caused by torrential rains and flash flood is provided below, province-wise:

Baluchistan Province:

SPO team in Balochistan took initiatives for coordination of civil society organizations’ efforts directed towards mitigation of miseries of flood affected communities in eastern Baluchistan. This group has been successful in conducting a rapid assessment of the situation in the affected district of Barkhan, Kohlu and Sibi and SPO has compiled it in the form of a comprehensive report. This separate report has been developed and shared with relevant stakeholders and a copy of same is attached below (Annex-I).

Similarly rapid assessments in others affected areas of Baluchistan are being continued and following initial reports regarding damages in Bolan has been received which are being verified.

Punjab Province:

Rahim Yaar Khan:

As per the information received from partner organization and district flood control room and assistant director local government, comparative lesser raining has been observed in this district. The district government has put on alert to the residents of Chachar Sharif, Qadirabad, Hajipur, and Rajinpur Kalan and warned them of possible river as increase in flow of river Sindh during next 24 hours could flooding of these area.

District Laya:

As per information received from representative of radio Pakistan and a well know social activist Mr. Qamar u zaman (0333-6763473), in district Liya, the flood in river Sindh badly affected the villages Basira, Mochwala, Sahowal Kach & Paka, Thand Nashaib, Noraywala Kacha & Paka, Jok Head Khan, and village Aliani.

Besides the above villages, various other villages in Union Council Lohanch Nasheb also reported to have been affected. Various villages have been cut off from main roads and there are no boats to save the lives of the disconnected persons.

It is estimated that around 40% of houses in the abovementioned villages have been damaged, beside a large number of animals are reported to be lost during flood.

Gujranwala:

As per the information received from partner organizations in the Gujranwala Districts, it has been reported that 31 villages in 6 Union Council of Tehsil Wazirabad are affected and subsequently population of 35000 have been affected. Most affected area Union council are Sodhra, Ali Pur Chatha and their villages in which agriculture, Fish farming, houses are partly damaged and food items scarcity is being observed in the area.

Mianwali

A high alert has been issued in District Mianwali by authorities as 800,000 Cusecs of water is to pass through Indus River. Keeping in view the risk, population of many vulnerable villages have been evacuated.

Rajanpur:

Information regarding flood/rain affected situation has been provided in 29th July 2010 updates and can be viewed on SPO website.

Khyber Pakhtunkhwa:

As stated earlier, Khyber Pakhtunkhwa has been severely affected by the recent torrential rains and resultant flash floods as by now around 416 casualties have been reported in the province. Thousands of people are trapped in surrounding water due to various rail and road links either have been inundated or their connecting bridges have been washed away.

SPO Peshawar team with the support of partner organizations have collected data related to human and infrastructure damages caused due to these floods is provided below:

D.I. Khan

 

The rain and flash flood water has entered in residential areas of Tank and Dera Ismail Khan (DI Khan). The flash flood and heavy rains suspended the routine life and community is facing terrible situation. Most of the families have moved to the safer places in Tank and D I Khan. The worst hit areas in DI Khan are the villages of Pharpur, Daraban and Kulachi. Whereas, suburbs and rural area areas of Tank have faced severe damages due to the flood.

 

The District Administration has established the control rooms to monitor the monsoon rains and flood. The heavy rain fall has resulted in blockage of roads, hence making it difficult for the District Administrations to visit the flood/rain affected areas. According to the sources, Takwara to Kulachi road is severely damaged. Tank road was also damaged partially but it was repaired by the 55 brigade on emergency basis and it is open.

 

The District Revenue Department (DoR) and OCHA assessment teams have shared the following data related to the affected areas in DI Khan region.

 

Chashma water holding is 608,927 cusec and discharge is 607,342

Residentialareas near the bank of Indus River are alerted and police is helping in vacating the area

From the North Side, CRB canal has extra ordinary flow of water, therefore, Irrigation department has deployed machinery on the following points

Sub-Canal near the Union Council Band Korai Villages Kech and Wanda Khano Shah is high alert areas

According to the sources, the flash flood is expected in the Union Council Yarik, villages Shahzada and Qalandar

Pusha Bridge is damaged connecting D I Khan with Banu. The public and private transport is using alternative routes

Tehsil Pharpur: Village Budhan, Basti Mohanawali, Machora, Mir Jai are the worst hit area, where approximately 500 kachay and 130 pakay houses are destructed. It is reported that 842 houses are completely and 639 are partially damaged

Tehsil Daraban: Muhalla Jaffar Khel, Muga, Bagi and Kot Takka are most vulnerable, approximately 87 houses are damaged

Tehsil Kulachi: Looni, Rori, Gara Bakhtair where two girls and one boy have lost their lives. It has been reported that 1768 houses are fully and 873 are partially damaged

Tehsil D I Khan: It has been reportedthat in UC Dera Dehat 226 houses, UC Kech 1800 boundary walls, UC Band Korai 60 houses and UC Rodi Khel 12 houses are severely damaged

So far 8 casualties and 2 injuries have been reported in DI Khan

 

Cluster Update

 

Food and NFI/Shelter

SSG provided 2000 tents and food for 2000 families in District Tank. The loaded trucks arrived there and DCO tank is executed the distribution of tents and food in the city areas of Tank.

Food and tents have not been distributed as yet but district administration D I Khan has requested humanitarian actors like WFP and UNHCR through OCHA for the provision of food and non food items. The Assistant Coordination Officer (ACO) is in contact with the implementing partners of UNHCR (CMDO) and WFP (PEACE Organization)

 

 

Health

EDO health D I Khan has mobilized 14 teams to visit the affected areas; the ambulances are also at high alert in Tehsil Headquarters to meet the emergency requirements. Two ambulances from FIDA organization are also working in District Tank

The EDO health Tank has mobilized 10 medical teams for emergency response

 

 

Tehsil Kulachi and Daraban are the most vulnerable of flash flood. The data is not explored because of limited access in the remote areas. But the situation of data will be more clear by tomorrow

High alert announced by the District Administration D I Khan in Tehsil Parova.

The protection wall of Chashma Right Bank Canal is damaged near the village Sikandar, Tehsil Parova and water is entered in the residential areas.

The rescue work is very slow in District D I Khan and Tank.

The District D I Khan has requested to SSG for support

 

 

Azad Jammu Kashmir:


Besides KPK, major parts of Azad Jammu Kashimir have also severely been affected by recent spate torrential rains and resultant flash floods, mainly due to inundation of low lying areas across the banks of Neelam River and heavy land sliding in various hilly areas. Until now more than 26 causalities and 45 injuries have been reported besides collapse of infrastructure and heavy livestock damages. Area wise details of damages are provided below:

 

 

District Bagh

 

The incessant heavy rainfall in Bagh has caused flash flood and run off water in “Mahl Stream” caused flooding in low lying areas and inundation of various houses and markets in District Bagh.

 

Similarly, the adversity of the rain fall has caused electricity failure in the city, while mobile phone and landline are working. According to the sources, road from Bagh to Haveli is blocked, whereas, road from Bagh to Muzaffarabad via Sudhan Gali is also closed due to land slide.

 

SPO Bagh has conducted meeting with Deputy Commissioner Bagh on Thursday and collected information regarding damages which have been incorporated in list overall list of damages for AJK.

 

According to initial information by sources, two private schools in Tehsil Bagh have been completely damaged and 10 crech stone machines have been washed by the flood. The situation comparatively worst in Tehsil Bagh, as 40 families are shelter less, while most of the families have settled with relatives.

District Muzaffarabad

 

SPO Muzaffarabad has participated in emergency response to floods meeting chaired by Director Admin, State Disaster Management Authority (SDMA).The meeting was attended by various humanitarian actors such as IR, WFP, UN-Habitat, PRCS, ERRA DRM office, UNICEF, DRU Muzaffarabad, AJKRSP, WHO and UNDP.

During the discussion, it was discussed that a high level flood in Neelum River has passed through Muzaffarabad city yesterday night at 2230 hrs. It was also shared by SDMA that today early in the morning, a breach in the Zilzal Lake occurred which resulted a notable raise in the water level of river Jehlum

SDMA has appealed to INGOs, NGOs and other service providers to extend their support for humanitarian response to the disaster affected communities. The meeting also aimed at discussing geographical presence of various humanitarian actors working in the area.

 

The following were the highlights of the meeting:

 

·Joint assessment will be conducted including damage assessment and rapid assessment in District Neelum, Muzaffarabad and Bagh. However, a detail assessment will be conducted later.Based on the assessment, relief and response will be done in AJK

·SDMA is taking lead in relief activities in AJK and will be doing coordination with humanitarian actors in the area to make relief response smooth

·SPO will be conducting joint assessment with IR in District Neelum

·SDMA is providing food items, relocating displaced affectees and early warned the residents

District Neelam

 

Neelum River has caused severe damage to the main roads in district Neelum resulting in complete breakdown of communication. According to the sources, road from Kutton to Kundal Shahi is severely damaged, whereas, road from Kundal Shahi to Authmaqam and Authmuqam to Nowseri is blocked. The landline and internet breakdown has made it difficult for the civil society organizations to reach district Neelum for immediate response and relief.

Executive Summery

An initial assessment into the needs of flood affected people of Balochistan was carried out by Catholic Relief Services (CRS), IDSP and PEACE Balochistan. The objective of the assessment was to get more clarity on the actual situation of flood affectees of district Nasirabad, Sibi, Kohlu and Barkhan, their basic needs and their preferred durable solutions.

CRS has carried out initial assessment in district Kohlu and Barkhan through its partners (WESS, SEHAR, IDO and CDS). The assessment of the affected areas has been conducted with consultation and support of government authorities and NGOs. They collected information through 38 Focus group discussions, 38 key informant interviews, district administrations and direct observations. Key findings are that 2346 household affected from 22 villages of district Barkhan and 6550 household affected from 16 villages of district Kohlu.

IDSP conducted assessment in district Sibi through its staff and partners. Focus group discussions, key informant interviews and direct observations method used in collection of information of affected population.

PEACE Balochistan carried out the assessment through community based organizations in district Nasirabad and Bolan. Focus group discussions, key informant interviews and direct observations method used in collection of affected people.

SPO also received information through different local organizations and also included in this report.

It was observed during the assessment that affected people did not get any assistance from any governmental and non governmental organizations. The total affected population is estimated about 100,000 whose dire needs are shelter, food, safe drinking water and non food items. It was also observed eighty percent population livelihood based on agriculture but it is almost destroyed all affected areas.

Background:

Strengthening Participatory Organization (SPO) convened a meeting all humanitarian actors on July 23, 2010 in SPO office Quetta. Ten I/NGOs participated in this meeting and discussed the affected areas keeping in view different news from field and media. It was decided in the meeting a rapid assessment should be carried out as soon as possible, so responsibilities have been given to CRS, IDSP and PEACE Balochistan. The affected areas divided geographically Sibi, Nasirabad, Bolan, Barkhan and Kohlu.

CRS carried out the rapid assessment in Barkhan and Kohlu through its partners which are already present in these districts.They used different methods focus group discussions, key informant interviews and direct observation. The detail of the report is added in this.

Same as IDSP and PEACE Balochistan carried out rapid assessment of district Sibi, Nasirabad and Bolan. They used focus group discussion, key informant interview and direct observation. All information collected by these organizations is part of this report.

Detail report of CRS

CRS Joint Rapid Assessment of Kohlu and Barkhan

24-25 July 2010

 

Background

On 21 and 22 July 2010, heavy rains caused flooding in Districts Kohlu, Barkhan, Sibi and Dera Murad Jamali of Balochistan province. Preliminary reports stated that an estimated 50 people had died and thousands had been rendered homeless. Aid and rescue work was negatively affected because of long distances and damaged roads.

 

CRS, from its Quetta sub-office, immediately coordinated with government line departments, including the Provincial Disaster Management Authority, UNHCR, and national and international NGOs. CRS trained and deployed a joint team of its partners (IDO, SEHER, WESS and CDS) for an assessment in the most affected areas of Kohlu and Barkhan. Specific areas for assessment were selected after consultation with government authorities and NGOs.

Assessment Objectives

·Understand the current situation and immediate needs of affected populations in Districts Kohlu and Barkhan.

·Determine whether intervention by CRS and its partners is necessary.

Methodology and Sources of Information

Two assessment teams were deployed Kohlu and Barkhan. The teams contained both male and female members. They visited 16 villages in District Kohlu and 22 villages in District Barkhan and collected information from a variety of sources. The teams adopted following methodology:

·Key informant interviews with community leaders and government officials, including the district administration

Findings

The names of each village visited, its estimated population, and the estimated percentage of homes and community infrastructure damaged are described in the below. On average, the 16 villages in Kohlu (total number of households 7,990) were 75% damaged and the villages in Barkhan (total number of households 3,642) were 70% damaged.

The team identified the following 6 villages as most vulnerable because they are remote, 100% damaged and have not, as yet, received any assistance from government or other NGOs.

The assessment team observed no response activities in either district from any NGO or government organization.

During FGDs and key informant interviews, the team learned that community members are reluctant to accept relief materials from the Army or Frontier Corps. Distributions from local government and NGOs would be more acceptable to the community.

Next Steps

CRS has decided to respond to this emergency. In coordination with PDMA and UNHCR, CRS will supply NFI kits to at least 800 of the 1344 households in the six highly affected villages. CRS is currently mobilizing additional resources and in-kind contributions of NFI items, with the aim of reaching the full 1344 households.

 

Kits will include the most needed items, namely mosquito nets, jerry cans for water storage, hygiene kits, plastic floor mats, and water purification tablets. CRS’ partners will provide hygiene sessions for community members, with a focus on proper use of water purification tablets. It is estimated that the distributions and session would take place during the week of 2 August.

Detail report of IDSP:

Institute for Development Studies and Practices IDSP-Sibi Campus is working in the flood affected areas of district sibi as focal organization.

As the deadly flood has created major destructions in Kohlu, Barkhan, and Sibi Districts on July 22nd 2010,

The major highly flood effected areas are Village Talli, Village Treharr and Bakhtyarabad city of district sibi, 100% houses are totally destroyed occur many causalities and injuries and these areas, thousand Acers cotton and Juwar crops are destroyed and 12000 livestock has been crashed.

According to the assessment of the flood affected areas IDSP sibi team has conducted an a coordination meetings with local government representative Din Mohammad Marri EDO-community Development sibi and civil society organizations including visits of the affected areas we have collected authentic data about flood affected peoples, families, house holds, agriculture and livestock los and flood destruction in district sibi are mentioned in bellow.
