Project Title:Community Mobilization for Getting Out of School Children Enrolled in Schools

Project Brief:
SPO signed a project with ASI for getting out of school children enrolled in schools. The project aims to get 30000 children from around 500 villages of district Bahawalpur and Bahawalnagar enrolled in school. It is a milestone based project and payment will be made, based on number of children enrolled in schools.

It is important to note that SPO was the only organization selected for the project through social mobilization approach. The rest two organizations selected for pilot phase are service delivery organizations including Ghazali Education Trust and BRAC who will implement the project in two other districts. This is an opportunity on one side, hence a challenge on the other to prove the social mobilization approach to be the best approach for getting children enrolled in schools.

Project Title:Enhancing Capacities for Transparent and Accountable Local Governance

Project Brief:
The scope of the project is likely to be achieved by sensitizing civil society and local political leadership on the elements of transparency and accountability of local governance. This will be done by building the capacities through trainings and interaction among the target groups of Community Based Organizations (CBOs) and politicians.An approximate group of 60 CBOs (10 in each district) and 120 politicians (20 in each district from prominent political parties of PML (N), PTI, PPP and PML (F)) will be engaged in this project and would serve as change makers. The capacity building of both the groups would revolve around the Right to Information Act 2013 in Punjab and on Freedom of Information Act 2006 in Sindh and district budget tracking and monitoring. In addition both the groups would also be sensitized on Advocacy &Lobbying skills to better perform their roles towards ensuring transparency and accountability in local governance. The action plans of both the groups would target issues related to service delivery and demand creation around the five departments of health, education, Local Government &Rural Development (LG&RD), Women Development and Public Health Engineering Departments. The office of Ombudsman and Information Commission would be closely involved in the project interventions. The broad strategy of the project would revolve around the following targets:

Scope of the project: The purpose of the program is to promote and strengthen social cohesion and resilience (SCR) through education in vulnerable and conflict prone contexts of Sindh.
Project Theme & Brief: The concept of UNICEF (SCR) project is all about Peace Building, Social Cohesion & Resilience. The project is mainly designed to increase capacity of youth to prevent, mitigate and tackle conflicts, and promotes peace in light of research which reveals that lack of true education is the primary hindrance for peace and social harmony and out of children is more at risk of being victim of violence and social exclusion. The area of intervention of SPO is Kiamari town covering 3 UCs and 2 UCs of district Jacobabad. This theme is consistent and aligned with UNICEF’s Global Peace building, Education and Advocacy Program.
Expected Outcome /Outcome of the Project:
Outcome I: Increased recognition and inclusion of social cohesion and resilience into education policies and plans, and vice versa, in Pakistan
Outcome II: Increased capacity of institutional actors, especially Provincial Education Departments, to contribute towards SC&R.
Outcome III: Increased capacity of target children, parents, teachers and community members to prevent and cope with conflict and promote peace.
Outcome IV: Increased access to quality, relevant education for Out-Of-School Children.
Outcome V: Adequate and relevant evidence generated to inform programming in target provinces in the areas of conflict sensitivity, and education for strengthening social cohesion.

Project Theme & Brief: The 11 months’ project intends to establish a state of the art Resource Center (RC) at a central location in Lahore. The Resource Center serve as a hub for the capacity building and mentoring of 50 local NGOs, CSOs and CBOs with regards to the planning and implementation of development sector projects.

As there are five development sectors which will be addressed i.e. drinking water supply schemes, Communication (culverts, small bridges & bricks pavement) Solar/Wind Energy and flood protective works.

According to the Village Development Plans the one key prioritized issue were selected for the CPI project. So far there are 52 schemes have been implemented and out of which 21 schemes have been implemented with women organizations. Sector wise detail of CPI schemes is given in below:

As the CPI projects are need based and developed with participatory approach therefore the respective community organizations contributed 8% cost of total project. That process is showing the interest and sustainability of the schemes.

Scope of the project: Apart from that capacity building of all three tiers COs, VOs & LSOs was also part of the project. The project provided an opportunity to build the capacity of project staff on different related subjects. The second core objective of the project was focused on good governance among the community based institutions; create accountability and transparency within the CBIs. And the third important core value of the project was inclusion of marginalized and disadvantage sections of the community including ultra poor, women and persons with disabilities in CBIs.
Project Theme & Brief: Human & institutional Development (HID) project was mainly focused on community mobilization at the three tiers level i.e. revitalization of old Community organizations (COs), formation of new COs, federation of COs into Village Organization (VOs) and also federation of VOs into union council level Local Support Organizations (LSOs).
