The aim of AAWAZ program is to nurture and strengthen democratic processes from the grassroots. In order to integrate activities, AAWAZ program supports various structures that help citizens and communities to organize at the village, union council, tehsil and district levels. However, the program discourages creating new structures at any tier. If any sort of community organization already exists, espousing and integration is preferred rather than creating parallel structures.

Anyone who could exhibit volunteer spirit and enjoy dignity and respect among communities, have respect for human rights, believe in indiscrimination and agree with larger objectives and goals of AAWAZ program can be part of the AAWAZ forums. Since it is not possible (in some areas) to form non segregated forums inclusive of both men and women community members due to socio-cultural or religious constraints, hence, AAWAZ forums are formed of two separate but parallel structures for women and men to fulfill the criteria and expand the outreach.
