SPO is a non-government not for profit company registered with SECP under section 42 of the Companies Act 2017.

SPO invites sealed bids from well reputed and registered companies for provision of following new/refurbished medical, computer & related equipment and surgical instruments to be donated to Nishtar Hospital, Multan:

Refurbished = Made in USA/UK/Japan etc.            New = Local/Chinese/Korean etc.

General Instructions:

1. Detailed tender document can be collected from 0900 to 1300 hrs. from SPO Multan Office, House. No. 339 & 340, Block-D, Shah Rukn-e-Alam Colony, Multan OR through WhatsApp # 0315-5598804.
2. The deadline for submission of sealed bids is Friday, 10^th December 2021 before COB.
3. The tender shall be opened at 1000 hrs. on Friday, 24^th December 2021 at Committee Room, adjacent to Principal’s Office, Nishtar Hospital, Multan.
4. Efforts will be made to complete the whole process including tender opening, negotiations, tender award and issuance of purchase order the same day.
5. Please do bring the Ernest Money Cheque and your company stamp on the tender opening day.

Terms & Conditions:

1. Specify National Tax Number (NTN) and attach copy of Proprietor’s CNIC
2. Mention Address & Contact Numbers of Business
3. Bank Account should be same as business name
4. Include WHT and Sales Tax in quoted rates (If applicable)
5. Vendor/Supplier should be registered with the Government of Pakistan
6. Separate Technical Specifications should be provided for each category
7. A vendor/supplier can apply for one or more tenders
8. The sealed bids with vendor profile, sample items and 5% of the total amount as refundable earnest money should be submitted along with the bid on the date mentioned in the advert
9. The Vendor shall provide an invoice in accordance with the issued purchase order along with delivery challan signed by the individual receiving the items
10. The vendor(s) will issue a numbered receipt when they receive the payment/installment. If the numbered receipt is not available, a receipt on his/her letterhead, acknowledging the payment will be obtained
11. Earnest money to be released upon successful completion of contract
12. Delivery times and sizes of each supply batches shall be clearly indicated in the Purchase Order. Agreed delivery time should be strictly followed
13. In case of breach / delay in delivery, deductions up to 1% of the total amount on 3 days, up to 5% on 7 days’ delay and termination of Purchase Order beyond this period. The contract can be suspended or cancelled at the sole discretion of SPO and all monies due to the vendor / supplier forfeited. SPO will be at liberty to award the contract for any remaining unsupplied quantities to any other parties at the risk and cost of the supplier
14. The general conditions should be read together with the technical specifications
15. Inspection of goods by SPO may be done before delivery and at the time of delivery at distribution point
16. In case of dispute between the parties, the same shall be referred for arbitration under Pakistani law, and the award in such arbitration shall be final and binding
17. The bidder(s) can also mention any specific condition, which shall be taken into consideration before the award of supply orders
18. Goods to be delivered at the designated location as/if mentioned in the tender
19. If any bidder need clarification on any technical specifications or general conditions, he/she must do so in writing. The clarification, if any, shall be issued to all bidders.
20. All quoted rates should include transport, delivery and installation charges etc. and we will accept the article only on turnkey basis.
21. All equipment supplied (new, used and refurbished) must be on at least one-year warranty and part and service backup.

I also understand that in case of any difference of opinion / contention, decision of purchase committee is final and binding and can NOT be challenged in any forum, court of law, any person or institution.
