Strengthening Participatory Organization (SPO) Daily Assessment Updates on Torrential Rain and Flood Situation in Pakistan August 12, 2010 Overview: Country-wide torrential rains caused unprecedented and outrageous floods throughout Pakistan. The current spate of torrential rains and flash floods started on 21st July 2010. Initially it played havoc in eastern parts of Baluchistan which includes: Barkhan, Kohlu, Sibi, Jafferabad and Naseerabad districts. The relief operations in the affected areas of Baluchistan were not over yet, when floods struck district Rajanpur, Layya and Gujranwala in Punjab. Subsequently, the tide turned towards Khyber Pakhtunkhwa (KPK) and Azad Jammu & Kashmir (AJK) and engulfed various small and large towns in these areas. The most affected areas in KPK are: Shangla, Swat, Minghora, Mansehra, Charsadda, Noshehra towns, where routine life has come to a complete halt and affected communities in most parts of KPK are still waiting for rescue and relief. Initial reports reveals that around 4 million people have been affected by worst floods in the country and death toll have risen to 1600 people. It is feared that the number of death will soar further once the communication links are re-established. The government authorities, armed forces and humanitarian organizations, particularly NGOs, have started a major rescue effort to reach out to affected communities to provide them humanitarian assistance during their distress movements. In order to facilitate coordinated humanitarian response in the affected areas and enable humanitarian organizations to have substantial planning for their humanitarian activities, SPO, with the support of its partner organizations, initiated rapid assessments in the affected areas and share it with relevant stakeholders in the form of daily update. Date-wise situational update and rapid assessments of damages caused by torrential rains and floods are available on SPO website and can be accessed on URL http://www.spopk.org. Daily update for 12th August 2010, providing details of SPO’s response to the emergency situation and relief activities being carried out for mitigation of the miseries of affected communities across the country, is provided below: SPO intervention in Flood affected areas till August 12, 2010 Keeping in view the essential needs of affected communities, SPO teams besides coordination of humanitarian efforts at Provincial level in Baluchistan, Khyber Pakhtunkhwa , Azad Jammu Kashmir, Sindh and Punjab have initiated various humanitarian interventions. Hitherto, following activities have been carried out and reported: KPK Province: Nowshera: SPO has completed first cycle of mobile medical camp in District Nowshera. The second cycle will cover from today at District Charssadda. The following table gives the detail of patients and diseases treated. However, the majority of the cases are reported of skin allergies, respiratory infections, eyes urinary tract infection and diarrhea. Khan SPO is initiated the mobile medical camp in the affected areas of district Dera Isamail Khan considering severity and urgent need of the affected people. Province Punjab: District Muzaffargarh SPO with the collaboration of partner organizations facilitating IOM in distribution of 3000 NFIs in union council Mehmood Kot and Sanawali of Tehsil Kotaddu. Distribution of NFIs has been started today but security is major challenge on the ground. Rapid Assessments: Sindh Province: SPO Hyderabad conducted an initial assessment through focus group discussion, key informant interviews and direct observation in district Shikarpur of union council Mian Sahib and Amrot respectively. The assessment sheet is attached as annex A. Azad Jammu and Kashmir: SPO AJK and Islamic Relief have conducted the joint of Neelum district through focus group discussions, key informant interviews and direct observation, the detail is attached as annex B. Hitherto, following activities have been carried out and reported: Sindh Province: SPO Hyderabad initiated the relief and response in the affected districts of Sindh with support and collaboration of partner organizations. SPO started relief activities in food and WASH sector just after the realizing the urgent need of the affected communities. SPO also established information cells in different locations. District Ghotki SPO with the support and collaboration of 6 partner organizations, Gul Welfare, Sawai Welfare Association, Roshini Welfare Association, HAWA foundation, Kolachi Welfare Association, PSOP and CSN RDOCC established 7 relief camps in different locations of district Ghotki. Relief camps are serving cooked food to more than 3000 people. SPO’s partners initiated response in WASH sector through provision of 20 hand pumps in different locations. Another 4 hand pumps have been installed in Village Salam, UC Mohammad Khan Ghoto with the support of philanthropists mobilized by SPO and partner organization, Roshini Development organization. District Shikarpur SPO with the collaboration of partner organizations declared CSN Shikarpur office as an information cell. The cell is monitoring and providing information to the public, philanthropist and humanitarian actors. The focal person is Mr. Bachal Abro (0301-3889951) SPO have established a relief camp at sukkar-Shikarpur road with the help of partner organizations and providing cooked food to the affectees of Shikarpur. Moreover, 4 temporary latrines have been constructed. Focal persons are Hakim Gul, Local Resource Person of SPO (0333-7168458) and Zulfiqar Khoso-Finance secretary, DPMDCS (0301-3438107). DPMDCS is also providing cooked food to 200 people in Shikarpur city. District Sukkar SPO is also going to establish an information cell through a partner organization in Sukkar district. The name and contact of focal person will be shared very soon. District Matiari An information cell is established by SRDS Hala at their office. Focal person is Rahmattullah Ballal (0301-3506724). 2 relief camps established by SRDS and SPO’s partners (AMARDO, Shama Development Organization) at Bhanrot and Kalyan Band near Khyber. SRDS have mobilized 100 volunteers who are ready to provide services to the affectees. 10 motor bikes are also arranged by SRDS which are on move continuously for monitoring of updates of protection walls. District TMK An Information cell is established at CSN office TMK; Focal person is Ali Nawaz Lund (03332801551) and 3 more camps established at Kapoor Moree, Shah Bulri Karim and TMK city by SPO partner organizations with the support of district government TMK. They have also collected material in kind for 500 families who are displaced from the Katcha area of Shah Karim. SPO-Hyderabad Office SPO Hyderabad office has established a relief camp at their regional office for the collection of resources for the affectees. The focal person is Abdul wahid Sangrasi (0331-3774532). KPK Province: SPO have been arranging health camps in different locations of district Nowshera for last four days and provided treatment to 467 patients including men, women and children. The most of cases are reported attached to skin allergies, respiratory infections, eyes urinary tract and diarrhea. Daily update for 9th August 2010, providing details of SPO’s response to the emergency situation and relief activities being carried out for mitigation of the miseries of affected communities across the country, is provided below: SPO intervention in Flood affected areas till August 07, 2010 Keeping in view the essential needs of affected communities, SPO teams besides coordination of humanitarian efforts at Provincial levels in Baluchistan -Quetta, Khyber Pakhtunkhwa – Peshawar, AJK – Muzafarabad, Sindh-Hyderabad and Punjab in Multan and Lahore have initiated various humanitarian interventions. Hitherto, following activities have been carried out and reported: Punjab: SPO Multan responded and addressed the urgent need through partner organizations with the provision of 2200 food packs to the affected families in district Muzaffargharh. SPO also generated resources by local philanthropist (individuals, trade union and Civil Society Network Vehari) and provided cooked food, safe drinking and other needs, the details are follows; •1600 food packs (dried nuts, biscuits, and juices) distributed to the affectees of Basti Mosa, Sultan colony, Sanawan road, Langar Saray and Kotaddu in Muzaffargarh district. •600 packs distributed in Ghazi haji, Chotla and samina of Dera Ghazi Khan district. •1600 bottles of mineral water to the above areas in Muzafaragarh supported •4850 food packs including milk, biscuits and nuts •1400 people were provided cooked food “Nan and Halwa” supported by Vehari Trade union and CSN Vehari •1000 milk packs for children •680 KGs dry food has been distributed in Muhammad Wala, Chowk Sarwar Shaheed and Daira Deen Panah road. Rapid Assessments: Balochistan Province: The arrival of monsoon flavor in Balochistan has brought heavy rain causing flash flood in spontaneous parts of Balochistan between 21st and 22nd July. Barkan, Sibi and Kohlu Districts were the most affected areas. As on later spill of the rain and high floods, expanded the damages in district Naseerabad, Jafarabad and Jhal Magsi. Similarly, on 5th August, 12 hours rain badly effected Naseerabad and Jafarabad. Patfeeder, Rabi and Shahi canals damaged more then 30 places which resulted vast destruction. The flood affected people from Jacobabad and Shikarpur districts migrating in safer places of Balochistan From 8th August. The district administrations of five district shared that they have no resources to assist the affected population and they have received some tents and food items from PDMA. They added that the affected people are in worst situation especially women and children. They shared that the affectees of Sindh is migrating in these districts which are increasing the burden. Punjab Province: District Muzaffar Ghar SPO Multan conducted initial assessment through focus group discussion, key informant interviews and direct observation. As per initial assessment, around 950,000 persons migrated from district Muzaffargarh towards Multan from the flood affected villages/ areas as Kaleri Canal wrecked. District government Muzaffargarh announced to evacuate when it was wrecked. One social worker quoted that when he went to DCO office, he noticed that DCO is also weeping, and said it is not in our control. The KAPCO and Lalpeer power stations also faced flood water two days back. In this district the people are displaced largely. “As per the information office of the district government, water has entered from the two sides into city Muzaffarghar, because two canals namely Kaleri and Daneshwa’s have broken on 04 august at 1:30 noon, Army has tried much to save the city but could not managed due to large scale flood. The water entered into city from Multan road side and from Bloach Nagar.” The detail of damages and deaths are as follows; Villages More than 2000 affected, while 200 villages totally destroyed. Strengthening Participatory Organization (SPO) Daily Assessment Updates on Torrential Rain and Flood Situation in Pakistan August 7th, 2010 Overview: Country-wide torrential rains caused unprecedented and outrageous floods throughout Pakistan except in Sindh where minor damages are reported. The current spate of torrential rains and flash floods started on 21st July 2010. Initially it played havoc in eastern parts of Baluchistan which includes: Barkhan, Kohlu, Sibi, Jafferabad and Naseerabad districts. The relief operations in the affected areas of Baluchistan were not over yet, when floods struck district Rajanpur, Layya and Gujranwala in Punjab. Subsequently, the tide turned towards Khyber Pakhtunkhwa (KPK) and Azad Jammu & Kashmir (AJK) and engulfed various small and large towns in these areas. The most affected areas in KPK are: Shangla, Swat, Minghora, Mansehra, Charsadda, Noshehra towns, where routine life has come to a complete halt and affected communities in most parts of KPK are still waiting for rescue and relief. Initial reports reveals that around 4 million people have been affected by worst floods in the country and death toll have risen to 1600 people. It is feared that the number of death will soar further once the communication links are re-established. The government authorities, armed forces and humanitarian organizations, particularly NGOs, have started a major rescue effort to reach out to affected communities to provide them humanitarian assistance during their distress movements. In order to facilitate coordinated humanitarian response in the affected areas and enable humanitarian organizations to have substantial planning for their humanitarian activities, SPO, with the support of its partner organizations, initiated rapid assessments in the affected areas and share it with relevant stakeholders in the form of daily update. Date-wise situational update and rapid assessments of damages caused by torrential rains and floods are available on SPO website and can be accessed on URL http://www.spopk.org. Daily update for 7th August 2010, providing details of SPO’s response to the emergency situation and relief activities being carried out for mitigation of the miseries of affected communities across the country, is provided below: SPO intervention in Flood affected areas till August 07, 2010 Keeping in view the essential needs of affected communities, SPO teams besides coordination of humanitarian efforts at Provincial levels in Baluchistan -Quetta, Khyber Pakhtunkhwa – Peshawar, AJK – Muzafarabad, Sindh-Hyderabad, have initiated various humanitarian interventions. Hitherto, following activities have been carried out and reported: Khyber Pakhtunkhwa Province: Peshawar Flash floods in KPK and FATA has caused destruction at large scale and displaced millions of people. SPO has responded through its partner organizations in different parts of Khyber Pakhtunkhwa and FATA. The details are as follows; 1 SPO in partnership with Citizen Rights and Sustainable Development (CRSD) opened a relief camp in High school Tarkh, District Nowshehra, where approximately 500 displaced people were provided two times meals for three days. 2Similarly in Union Council Agra District Charsadda, SPO provided clean drinking water through Jerry canes (20 liters each) to 400 families in partnership with Pakistan Rural Development Program (PRDP), a Peshawar based meso level NGO. 3SPO in partnership with Human Development Organisation (HDO) distributed food packs among 200 households, in Union Council Khalisa II of Peshawar. 4A partner organization of SPO in Khyber Agency (Sawera) has donated clothes, clean drinking water and food. SPO is coordinating the distribution of these items among flood affectees in Nisata and Dhri Zardad UCs of Charsadda. 5SPO also supported a private initiative undertaken by Dr. Tufail Mohammed and his colleagues to provide medical assistance and clothes to 80 women in UC Agra of Charsadda. 6SPO Peshawar is also coordinating with other humanitarian organizations to reach out to the affectees in district Charsadda. 7SPO as an active member of the Network for Humanitarian assistance in Peshawar is facilitating humanitarian actors to avoid duplication of efforts by sharing information and highlighting the plight of affectees through media and internet. Azad Jammu and Kashmir (AJK) SPO Muzaffarabad is in close coordination with humanitarian actors and supporting SDMA in relief and response activities in the affected areas of AJK. As it was shared in SDMA meeting yesterday, the helicopter service has been suspended due to bad weather, but the road network has been restored for light vehicles. SDMA shared that it could not managed to assist affected families till the filling of this report because of destruction of roads and communication infrastructure. SDMA has food items to respond but has limited logistics to reach out the affectees in Neelum valley. SPO is going to provide logistics support to SDMA to reach out the affectees of Neelum. Rapid Assessments: SINDH Province: District Ghotki: In district Ghotki eight Union-Councils are worst affected: Ranvti, Wasti Jeewan Shah, Langho, Pakka Chandio, Qadirpur, Hussain Beli, M Khan Ghoto and Baghoo Daho. Until the filling of this report 200 villages have been affected by flood. There are 1000 families stranded under the open sky in Qadir pur. In UC Mohammad Khan Ghoto, Taluka Ghotki 500 families have been affected, whereas 4500 affected families belong to Qaderpur Loop Kham. At the moment two districts have been severely affected by the flood resulting in inundation of some areas. District Kashmore is the worst hit area where 75000 people have been stranded. SPO is coordination with local CBOs is collecting the data in District Kashmore and Ghotki to ascertain the situation on ground. Challenges to flood affected people: 1.Women especially children are the most vulnerable because of restricted mobility and access to the safe places and food points. 2.The affectees are shelter less and require basics to survive in this harsh weather. 3.The flood and rain has resulted in spread of diseases like as diarrhoea water borne diseases and high fever among the community especially children. 4.The pregnant women are the most venerable since their basic nutritional needs are not met.
