Output 3 of AAWAZ program refers to introducing and strengthening inclusive and accountable democratic processes by encouraging accountability of all governing tiers by citizens regarding provision of services. Citizen engagement throughout the programme also refers as a cross-cutting thematic area where inclusive approaches are embedded.

The output refers to producing a cadre of citizens that understand local level budgeting and could analyze allocation of budget under different social services to citizens provided by the government such as education and health. However, it is not limited to these two services only as the skills of budget analysis and holding duty bearers responsible can be employed in any sector. As the programme adopts bottom-up approach where communities take control of their own development by collecting and analysing information and setting their own priorities
