Terms and Conditions:
Vendor/Supplier should be registered with the Government of Pakistan.
Separate Technical Specifications are available for each category.
A vendor/supplier can apply for one or more tenders.
The sealed bids with vendor profile and 5% of the total amount as refundable earnest money (Pay Order) should reach the Head of Administration on the date mentioned in the advert.
The cost of transportation (including loading and unloading) and all taxes should be included in the rates quoted.
Payment to the vendor will be made in instalments against each tranche of goods delivered at specified distribution points.
The Vendor shall provide an invoice along with a delivery challan signed by the individual receiving the items.
The vendor(s) will issue a numbered receipt when they receive the payment/instillment. If the numbered receipt is not available, a receipt on his/her letterhead, acknowledging the payment, will be obtained.
Performance security to be released upon successful completion of the contract.
Delivery times and sizes of each supply batches shall be clearly indicated in the Purchase Order. Agreed, delivery time should be strictly followed.
In case of breach/delay in delivery, deductions up to 1% of the total amount on 3 days, up to 5% on 5 days of delay and termination of Purchase Order beyond this period. The contract can be suspended or cancelled at the sole discretion of SPO, and all monies due to the vendor/supplier forfeited. SPO will be at liberty to award the contract for any remaining unsupplied quantities to any other parties at the risk and cost of the supplier.
The general conditions should be read together with the technical specifications.
Inspection of goods by SPO may be done before delivery and at the time of delivery at the distribution point.
In case of dispute between the parties, the same shall be referred for arbitration under Pakistani law, and the award in such arbitration shall be final and binding.
The bidder(s) can also mention any specific condition, which shall be taken into consideration before the award of supply orders.
Goods to be delivered at the designated warehouses of the organization as mentioned in the tender.
If any bidder needs clarification on any technical specifications or general conditions, he/she must do so in writing. The clarification, if any, shall be issued to all bidders.

Purpose of Assignment:
The Inter-Agency GBV Case Management e-Learning Course is a newly developed resource based on the Inter-Agency GBV Case Management Guidelines. It provides comprehensive, in-depth training on gender-based violence (GBV) case management for frontline workers, case managers, and service providers. The course is designed to strengthen professional capacity in responding to GBV in line with global standards and survivor-centered principles. The e-Learning course expands on the existing Inter-Agency GBV Case Management Guidelines Training Package and converts it into an interactive, self-paced, and user-friendly digital platform. The training package incorporates a combination of multimedia learning tools, case studies/scenarios, quizzes, and interactive exercises to enhance user engagement and knowledge retention. Recognizing the challenges faced by many GBV service providers in Pakistan including limited access to standardized training materials in local languages the organization aims to translate and digitize the GBV Case Management e-Learning Course into Urdu. This initiative will ensure that training content is culturally appropriate, linguistically accessible, and relevant for practitioners in diverse contexts across the country. The translated and digitized course will be made accessible via both web and mobile platforms, ensuring wide reach and flexibility for learners. Objective of the Assignment
The purpose of this consultancy is to translate the Inter-Agency GBV Case Management e-Learning Course from English into Urdu and digitize the modules into an interactive, multimedia-rich, self-paced learning platform. This will include translation of all course materials, modules, case studies, quizzes, and multimedia elements ensuring technical accuracy, survivor-centered language, and accessibility for Urdu-speaking GBV practitioners.

KEY TASKS OF THE FIRM:
The selected firm will be responsible for the following:
Phase 1: Translation & Adaptation
· Conduct an inception meeting with SPO and UNFPA to establish a shared understanding of the assignment’s objectives, agree on timelines and milestones, clarify roles and responsibilities, and outline expected deliverables for the pre-phase. · Translate the complete Inter-Agency GBV Case Management e-Learning Course package, including training modules, PowerPoint presentations, f, case studies, quizzes, infographics, handouts, assessments, quizzes and any supplementary materials, from English into Urdu. · Ensure technical accuracy of all terminology related to GBV, case management, and referrals. · Adapt the translated materials to ensure they are culturally appropriate and accessible for diverse audiences across Pakistan. · Assurance that the language used is survivor-centered, gender-sensitive, and aligned with global GBV standards as well as local socio-cultural contexts · Submit the translated materials to subject-matter experts on GBV and Case Management for technical review. · Revise and finalize translations by incorporating expert and stakeholder feedback. · Ensure that the final Urdu versions maintain both the original intent and professional tone of the English source materials.
Phase 2: Online Course Development and Multimedia Integration
· Digitize the translated materials into a structured, user-friendly online learning format. · Organize the course into thematic modules as per the Interagency GBV Case Management Guidelines. · Incorporate clear learning objectives, key messages, and summary points within each module. · Develop pre- and post-training assessments to measure learner knowledge gains. · Integrate quizzes, short tests, and reflective questions within each module to reinforce learning. · Ensure all assessments and materials are available in Urdu with clear instructions. · Incorporate contextually adapted case studies and scenarios in Urdu to illustrate practical application of GBV case management principles. · Ensure the scenarios reflect diverse survivor profiles and ethical considerations in line with survivor-centered approaches. · Enrich modules with interactive features such as clickable diagrams, drag-and-drop exercises, and branching decision-making activities to enhance engagement. · Add video explainers, short animations, and infographics in Urdu to simplify complex concepts. · Integrate Urdu voiceovers and/or subtitles in videos to ensure the course is accessible for learners with different literacy levels. · Ensure mobile-friendly design to allow easy access via both web browsers and mobile devices. · Test the platform to confirm that navigation, usability, and learning flow are intuitive for Urdu-speaking learners
Phase 3: Platform Launch, Testing & Rollout
· Conduct pilot testing of the digitized Urdu course with a sample group of intended users (e.g., GBV case managers, helpline staff, and social workers). · Gather structured feedback on course usability, clarity of Urdu translation, technical functionality, cultural appropriateness, and accessibility features. · Document challenges and learner experiences to refine the course before full launch. · Identify and resolve technical glitches (e.g., broken links, display issues, audio/video syncing, and navigation problems). · Adjust Urdu content where feedback suggests ambiguity or misinterpretation and refine assessments, quizzes, and interactive elements to ensure smooth learner experience. · Set up hosting of the Urdu eLearning course on a secure and user-friendly platform accessible across devices (desktop, tablet, mobile). · Ensure compatibility with multiple browsers and operating systems. · Conduct orientation sessions with key stakeholders, trainers, and administrators on how to access, manage, and track the course. · Develop and hand over Urdu-language user guides and admin manuals. · Provide technical support during the initial launch period to troubleshoot any issues faced by learners or administrators. · Provide ongoing technical assistance for a period of 6–12 months after launch. · Offer periodic updates and enhancements based on user feedback, changes in guidelines, or new learning needs. · Ensure sustainability by enabling knowledge transfer to designated organizational staff for future updates.
Duration and working schedule:
The consultancy is expected to continue until
December 2025
; however, the duration may be adjusted depending on the nature of the work and requirements of the assignment.
Required expertise, qualifications and competencies:
Qualification and Experience:
At least 5 to 7 years of experience in translation and digital content development. Proven track record in online e-learning development and translations, particularly in GBV, protection, or humanitarian fields. Familiarity with GBV case management principles and survivor-centered approaches. Demonstrated experience in developing and translating interactive, bilingual, and culturally contextualized digital learning platforms or training/awareness modules. Proven track record of creating user-friendly content in multiple formats (text, audio, video, interactive modules) for diverse audiences. Experience working with UN agencies, INGOs, or government bodies on projects related to GBV, SRH, gender equality, or protection will be considered a strong advantage. Proven ability to pilot test digital products with end-users, collect feedback, and incorporate revisions. Must have a

Hiring of Media and Communication Firm to Launch Culturally Appropriate Awareness Campaigns on Legal Rights related to Domestic Violence in KP
Background
The Khyber Pakhtunkhwa Domestic Violence (Prevention and Protection) Act, 2021
is a critical legislative advancement aimed at preventing domestic abuse and safeguarding the rights of women, children, and vulnerable populations. The Act establishes a legal framework for preventing violence, protecting survivors, and holding perpetrators accountable. While this law provide an important framework for prevention, protection, and accountability, the implementation and enforcement of such legislation often face significant challenges due to limited public awareness, entrenched social norms, and gaps in access to accurate information and support services. In view of the above, there is a need to launch a culturally relevant and engaging awareness campaign through digital platforms to address gender-based violence (GBV) and domestic violence laws. Media plays a vital role in shaping perceptions, breaking silence on sensitive issues, and promoting dialogue that can shift harmful norms. Digital and mass platforms such as social media, radio, and community networks can effectively reach youth, marginalized groups, and rural populations who often lack access to reliable information. SPO in collaboration with UNFPA will engage a media and communication firm to design and implement this campaign, using interactive content, multimedia tools, and localized messaging to raise awareness, empower target audiences, promote positive social norms, and highlight legal rights and available protection services.
Objective of the Assignment
To develop and execute a comprehensive media and communication strategy to raise awareness and promote positive behavior change.
To produce and disseminate high-quality, culturally sensitive content across multiple channels to strengthen and increase public understanding on GBV and legal rights as per the KP domestic violence Act.

Conduct a rapid assessment to understand target audience profiles, media consumption habits, and cultural considerations.

Prepare a content calendar mapping out themes, messages, and release dates for the campaign duration.
Produce short videos, reels, and stories tailored for TikTok, Facebook, and WhatsApp.

Design posters, infographics, and awareness flyers for digital and offline dissemination related to GBV and Legal rights in Pushto and Urdu.

Ensure all content is culturally relevant, gender-sensitive, culturally appropriate and accessible, including adaptations for low-literacy audiences.
Phase 2: Campaign Execution and Monitoring
Launch campaign across TikTok, Facebook, WhatsApp, and other relevant platforms in line with the approved content calendar.
Collaborate with influencers to share campaign messages through creative storytelling.
Moderate audience engagement (comments, messages) and respond to queries as guided by SPO.
Produce and broadcast radio programs and public service announcements (PSAs) through carefully selected radio stations with high listenership among target audiences, ensuring content is delivered in local languages (Pushto and Urdu).
Track campaign performance using analytics tools and social media insights.
Provide updates and progress reports highlighting reach, engagement, and key outcomes.
Share final campaign impact report with lessons learned and recommendations.
Eligibility Criteria
The selected and qualified firm must:
Have at least 5 years of proven experience in designing and executing awareness-raising campaigns, preferably in the social development or humanitarian sector.
Demonstrate experience in multi-platform digital campaigns, including Radio Programs, TikTok, Facebook, WhatsApp, and other relevant channels.
Have an in-house capacity for content creation, including scriptwriting, video production, graphic design, and radio programming.
Proven capacity to conduct needs assessments, content audits, and contextual adaptation of learning materials for awareness raising through digital platforms.
Provide samples/portfolio of similar work experience on social issues, particularly GBV and other social issues, or related topics.
Experience working with UN agencies, NGOs, or government bodies on projects related to GBV, gender equality, or protection will be considered a strong advantage.

Gender-based violence (GBV) including Technology facilitated gender-based violence, Child marriage and restricted access to sexual and reproductive health (SRH) information and services continue to be problems despite numerous national and local initiatives, especially impacting women, girls, and marginalized groups. Deeply ingrained gender norms, low literacy rates, restricted mobility, stigma, and a lack of access to trustworthy information particularly in rural and underdeveloped areas frequently make these difficulties worse. The swift increase in internet penetration and mobile phone usage in Pakistan offers a revolutionary chance to close information gaps, connect with hard-to-reach audiences, and raise awareness in an approachable and user-friendly way. Therefore, a web-based mobile application provides a creative and scalable way to connect with users in their local communities, allowing for private, self-paced, and contextually relevant learning. The goal of this consultancy is to create and implement a web-based mobile application that provides digitalization solutions thorough instruction and awareness regarding SRH, GBV, and child marriage. The platform will include self-paced learning resources, awareness-raising materials, and interactive, inclusive, and captivating training modules and courses that accommodate different user requirements and learning preferences.

in designing and developing mobile applications, preferably for the development or humanitarian sector. · Demonstrated experience in developing interactive, bilingual, and culturally contextualized digital learning platforms or mobile-based training/awareness tools. · Proven track record of creating user-friendly content in multiple formats (text, audio, video, interactive modules) for diverse and low-literacy audiences. · Experience working with UN agencies, INGOs, or government bodies on projects related to GBV, SRH, gender equality, or protection will be considered a strong advantage. · Proven capacity to conduct needs assessments, content audits, and contextual adaptation of learning materials. · Ability to provide hosting, maintenance, and regular updates for a minimum of 6–12 months post-deployment. · Strong data protection and confidentiality measures in place, compliant with relevant laws and best practices. Availability of skilled staff for:
Mobile app development (Android & iOS versions)
UI/UX design localized for low-literacy users
Content development, Urdu translation, and multimedia production
Quality assurance and user testing
Secure hosting and deployment including Play store and iOS store accounts.
Post-launch maintenance and troubleshooting
Data protection protocols compliant with national/international standards
Team Composition (In-house expertise is mandatory)
The firm must ensure the availability of qualified in-house personnel with relevant expertise for successful execution of this assignment. The proposed team must include the following professionals:
A Technical Expert with a Master’s degree in Gender Studies, Public Health, or a related field, and at least 7 years of experience with strong expertise in content contextualization, review, and quality assurance related to Gender, GBV and SRH.
An IT Specialist / Developer holding a Bachelor’s or higher degree in Computer Science, Information Technology, or Software Engineering, with a minimum of 5 years’ experience in mobile application development for both Android and iOS platforms.
An Urdu Translator / Content Specialist with a Bachelor’s or Master’s degree in Urdu, English, or Translation Studies, and at least 5 years of professional experience in translating technical and educational content into Urdu, ensuring cultural and linguistic appropriateness.
The hiring of the above-mentioned personnel must be done on an in-house basis; proposals relying on external consultants or third-party contractors for these roles will not be accepted. Firms may also propose any additional personnel they consider relevant and suitable for the successful development, deployment, and maintenance of the mobile application.
Submission Requirements
Eligible and interested firms must submit the following to SPO: · Detailed Technical Proposal: outlining the approach, methodology, timeline, team structure, and roles. · Financial Proposal: clearly itemized budget with justification for each component. · Company Portfolio: highlighting past experience in similar assignments. · CVs of Key Team Members: demonstrating relevant qualifications and experience. · Proof of in-house capacity to deliver on all technical components outlined.
Eligible and Interested Firms must submit the detailed technical and financial proposal to SPO.
