Developing Training Manual for Women Community Leaders on Leadership Skills, Climate Change & Gender-Based Violence
Introduction
Strengthening Participatory Organization (SPO) is recognized as one of the leading Pakistani rights-based civil society organization, in terms of its countrywide presence and outreach. SPO has a broad programmatic portfolio that includes Social and Economic Development including Health, Education and Water and Hygiene, Climate Change Adaptation, Cultural Diversity and Tourism Promotion and Digital Knowledge Transformation in partnership with a diverse spectrum of groups from grassroots communities to various tiers of governance: local, district, provincial and national. SPO has a footprint in 75 districts in all four provinces of Pakistan.
SPO envisions “a democratic, socially just and an ecologically sustainable society working with communities and public interest institutions across Pakistan to promote rights and civic responsibilities for human and institutional development”, with a mission to support and strengthen disadvantaged communities and public interest institutions for sustainable development.
Context
On Global Climate Risk Index, Pakistan is ranked 7th most vulnerable country to climate change. In recent years, Pakistan has witnessed catastrophic climate-change-induced natural disasters and remains one of the least prepared countries to address climate change. The selected geographic areas in the north and south of country often bear the brunt of natural disasters. Pakistan’s vulnerability to climate change is compounded due to government’s haphazard planning and lack of capacities in communities to adapt to climate change, as is the case in selected districts for this programme. According to IMF, Pakistan is ranked 3rd among countries facing acute water shortage, and by 2025 it may run out of water. Additionally, already weak WASH services and infrastructures in selected areas are faltering for not being climate and health resilient and sustainable. Impacts of climate change related to water security are most notable. These include variability of rains and melting of glaciers; increased demand for water for irrigation purposes because of higher evaporation rates when per capita availability of water is decreasing; increased sedimentation of water reservoirs leading decreased storage capacity; snow avalanches and glacier lake outburst floods; and the degradation of surface water quality due to floods and droughts.
As men usually migrate in search of livelihoods from these regions, women take care of families. Women and girls’ domestic and unpaid work increases their duties of primary caregivers and managers of household resources. Because of drought and saline underground water, women and girls have had to travel far to collect drinking water, which significantly increases the risk of protection and Gender Based Violence (GBV). As girls commonly assist their mothers in performing household tasks, there is a less time left for school or any other activity. Contrary to a common perception that it is men who are engaged in agriculture, 67% of women in Pakistan are engaged in agriculture-related activities and produce 60-80% of food consumed in the house.
When hit by negative impact of climate change, these women lose both their means of livelihoods and bear a disproportionate impact due to lack of skills/capacity to cope with disasters. This extreme vulnerability to climate change increases risks of GBV incidences, especially for minority (disabled, trans, non-Muslim) women. Thus, increased burden of household management and livelihoods generation is physically and psychologically taxing. If minority women are alone running their households and exposed to fetch water from far places, they face risk of forced conversion and forced marriage and violence, especially in the south where Hindu community is concentrated. And without proper access to GBV referral pathways, women are less likely to seek help.
Moreover, socially constructed roles and responsibilities usually put women at a disadvantage in preparing for climate change because they are excluded from decision making structures. This prevents women from voicing their concerns and needs in planning for climate resilience and remain largely left out. As a result, often climate adaptability, resilience and DRR plans are gender blind. Women being disproportionately affected by climate change, cannot play a crucial role in climate change adaptation and mitigation. Being primary managers of household resources, women need knowledge and understanding of what is needed to adapt to changing environmental and social conditions.
Rationale
SPO envisions to empower women and girls belonging to district Sanghar and Umerkot in Sindh province through a multi-pronged training programme in order to attain the overall programme objective of “diverse, resilient and empowered communities to lead climate action for a discernible improvement in the quality of their lives”. These trainings are aimed to enhance capacities of women leaders at community level and to aware them about climate change and its impact on their community and personal lives. The trainings will also prepare them as a change-agents who will be advocating for their rights in order to safeguard themselves from natural disasters and gender-based violence through community-led advocacy and influencing initiatives.
Format and methodology: Due to Covid-19, SPO will strictly observe WHO guidelines and will make sure that all trainings are conducted through digital platforms and large gatherings are avoided. Therefore, the anticipated deliverable of the training module to entail exercises, list and link of relevant videos for enhancement of knowledge through digital means.
The manual will contain three thematic chapters
a) Training component on ‘Leadership & Advocacy Skills for Social Accountability’
b) Training Manual on ‘Climate Change & Gender’
c) Training Module on ‘Gender-Based Violence’. Each chapter, thematic component of training manual will further be divided into sub themes to partake trainings of master trainers. It will be essential to include each topic in the manual with elaborative methodology as a toolkit to roll out trainings with smaller groups.
Primary target group:
· 50 Women Master Trainers will be trained in district Sanghar and Umerkot. The Master Trainers will then cascade the trainings in smaller groups of women comprising community activists, lawyers, teachers, councilor and adolescent girls.
Training Component on ‘Leadership & Advocacy Skills for Social Accountability’
The main objectives will be to:
· Enhance the capacities of 50 Master Trainers and equip them with the deeper understanding and concepts of leadership, advocacy tools and influencing strategies.
· Increase knowledge on key issues concerning the well-being of women which is being affected due to climate change, gender-based violence & food security.
· Provide in-depth knowledge on Sindh Transparency and RTI Act-2016 and how women can use these channels to initiate advocacy campaigns addressing issues related to climate change, natural or man-made disasters, gender-based violence and un-availability of WASH facilities at UC level.
· Facilitate the process for Master Trainers to identify issues and draft action plans to address those challenges at the end of workshop.
Topics to be Covered: Leadership Skills, dispute management, stress management, Time Management, Advocacy Tools, campaigns and awareness raising Influencing Strategies, mapping and effective usage of Social Accountability tools e.g. Sindh Transparency and RTI Act-2016, Govt led Helplines or Complaint redress mechanisms, Impacts of Climate Change on district Sanghar & Umerkot, Gender-Based Violence, Covid-19. Gender mainstreaming must be followed as a cross-cutting theme in all the topics.
Mapping of Resources: The manual must include mapping of all relevant government and private departments to facilitate the trainees in identifying point of contact person for their advocacy campaigns and action plans.
Methodology & Format of Training:
1) The consultant will be required to provide training manuals which are ready to use and attach all materials in print and digital formats.
2) The manuals must contain all training guidelines, timeframe for each session and exercises in order to help Master Trainers who then will use these manuals to cascade the training at community level.
3) The training manuals must include pictures, illustrations, questions and case studies to make it interesting and easy to grasp.
Training Component on ‘Climate Change & Gender’
The main objective will be to:
· Increase awareness and technical knowledge of 50 Master Trainers on climate change, its impacts on women, climate resilience, adaptation and response, disaster preparedness, water resource management & sustainable agriculture practices.
· Provide in depth knowledge on the impacts of climate change in district Umerkot and Sanghar and facilitate the participants to identify the issues concerning their well-being as women affected by climate change and what could be the possible mitigating strategies
· To enhance knowledge of communities on civic responsibilities’ and behavioral/attitudinal change to mitigate the challenges posed by climate change.
· Preparing Master Trainers to utilize influencing and advocacy skills to address climate related issues by devising action plans and mobilizing community at UC level.
· Introducing trainees with key institutes and providing them information related to complaint mechanisms.
· To include women in key decision-making processes at UC level related to sustainable agriculture choices, climate action and resilience actions and water resource management.
Topics to be covered: Impacts of Climate Change, Climate Change Mitigation Strategies, Climate Change and its Impacts on Women in Sindh, Climate-Resilient Livestock and Agriculture management, Kitchen gardening, Communal gardening, Nursery raising, Tunnel farming & Drip irrigation.
Mapping of Resources: The manual must include mapping of all relevant government departments and private initiatives/sector partners such as DDMA, Agriculture extension, livestock department, Forest Department, Water Management bodies, Social Welfare Departments to facilitate the trainees in identifying the resources for their coordination and facilitation to complete their action plans.
Methodology & Format of Training:
1) The consultant will be required to provide training manuals which are ready to use and attach all materials in print and digital formats.
2) The manuals must contain all training guidelines, timeframe for each session and exercises in order to help Master Trainers who then will use these manuals to cascade the training at community level.
3) The training manuals must include pictures, illustrations, video links where appropriate, Power point presentations, questions and case studies to make it interesting and easy to grasp.
Training Component on ‘Gender-Based Violence’
The main objective will be to:
· Increase awareness of Master Trainers about laws that are formulated to safeguard women from any type of gender-based violence.
· orient Master Trainers about their constitutional rights to empower them about their rights as women and to strengthen their role as equal citizens within their communities.
· Provide in-depth knowledge on nexus between climate change, disaster and GBV to provide a context for future action plans and advocacy campaigns.
Topics to be Covered: Gender Based Violence, Types of Gender Based Violence, Gender Discrimination, Fundamental Human Rights, Sindh Land Distribution and Inheritance law, Sindh Child Marriages and Restraint Act 2013, Sindh Domestic Violence and Prevention Act 2015, Sexual Harassment at Workplace, Anti-Honour Killing Act 2017.
Mapping of Resources: The manual must include mapping of all relevant government departments and private initiatives such as Women Protection and Development Department, DDMA, Police Officials, district administration, and Social Welfare Departments to facilitate the trainees in identifying point of contact person for their advocacy campaigns and action plans, complaint redress and referral mechanism and helpline numbers.
Methodology & Format of Training:
1) The consultant will be required to provide training manuals which are ready to use and attach all materials in print and digital formats.
2) The manuals must contain all training guidelines, timeframe for each session and exercises in order to help Master Trainers who then will use these manuals to cascade the training at community level.
3) The training manuals must include pictures, illustrations, questions and case studies to make it interesting and easy to grasp.
Scope of Deliverables
· The purpose of the will be to provide a training framework for the selected community members. Therefore, it will be ensured that the modules are comprehensible and localized. The development of the modules will take into account the local context; especially focusing on climate related problems, adaptation and mitigation strategies, and the need for collective action and shared accountability.
· The potential firm will provide the comprehensive desk review of all available resources, mapping of stakeholders, key players, departments and NGOs, private firms who have already taken such initiatives.
· The material provided including digital and print form should be in Urdu for better understanding of trainees.
· The manual should include all three training components
· The consultant will develop the training manuals in Urdu language. If prepared in English, the translation will be carried out by the consultant. SPO will finally print the manuals in Urdu. However, a soft version of English will be provided by the consulting firm.
· The consultant will develop the training manuals in English language for the approval and then get them translated into Urdu and Sindh language. The translation and proofreading of the translation will be carried out by the consultant. The consultant will also provide printed copies of all manuals.
· The manual must include pre and post training-assessment questionnaires to evaluate the learning outcomes of trainees.
· All training resources, including power point presentations, videos, documentaries, case studies shall be provided in both print and digital formats at the completion of assignment.
· A pretest of the manual will be carried out and essential changes will be incorporated in case there is any change required.
· Content of manual will be agreed mutually prior to development of content.
Consultant Requirements
The potential consultant/consulting firm should make a proposal which should among others include:
· Technical and Financial Proposals
· Capability statement, profile of subject specialists and lead consultant will be required to share the CV
· Demonstrable past experience of similar assignments
· At least two refences of two previous assignments will be provided with the proposal
· Methodology and Approaches to develop manual should include in the technical proposal
· Gantt chart with mentioning a fixed delivery date.
