WASH Rights and Budget 2018 Consultation, Rajanpur, 7th March 2018

Strengthening Participatory Organization (SPO) with support from Jehan Pakstan conducts Media Forum in Lahore, 15th March 2018, with stakeholders from academia, media, politics, government and the civil society.
Eight media forums would be held on WASH with the relevant stakeholders, as part of ‘Engaging the legislators for universal access to WASH Rights’ initiative by SPO. These forums would further enable the WASH agenda to seep into the Academia, media, politics and the government. Forum Panel Members included; Dr. Muhammad Asif Bajwa, Advocate – PMLN and Member Public Accounts Committee, Dr. Nausheen Hamid – MPA PTI and Member Health and Gender Mainstreaming Committees, Ehsan Riaz Fatyana – an Independent Candidate and Prof. Dr. Sajid Rashid Ahmad – Department of Prof. Dr. Sajid Rashid Ahmad Punjab University and Shahnawaz Khan – Regional Coordinator SPO Lahore. The Forum highlighted indispensable need for political parties to include Water and Sanitation in political mandate and vigorous efforts for Water and Sanitation at policy-level, as it has become one of the biggest global challenges of today’s world. Hazards of toxic waste from industries poisoning water in rivers of Punjab further exacerbates WASH condition in Pakistan. Some efforts of present government for access to clean water in Punjab were also discussed at forum. Forum concluded with the note that the magnitude and intensity water and sanitation problem has risen to over last few years, demands a state of emergency on mitigating WASH associated risks in Pakistan and to make water, sanitation and hygiene a fundamental human right of every Pakistani citizen. Civil Society Demands Amendments in Sindh Water Management Ordinance 2002, for Inclusion of Women and Marginalized Groups
Strengthening Participatory Organization (SPO) organized Project Advisory Committee (PAC) Meeting on Policy Gaps and Recommendations with regards to Sindh Water Management Ordinance 2002 at a local hotel in Karachi today. The meeting discussed recommendations of a study to identify the policy gaps in water management, specifically in relation to the role of women and marginalized groups. The study was conducted by SPO and AWARE with support from Oxfam Pakistan. The findings of the study suggest that there is a dire need to amend the Sindh Water Management Ordinance 2002, to include women and marginalized groups at different levels of water management bodies. The inclusion of women and marginalized groups in water governance both for agriculture and domestic use has multiple benefits while their role is neglected and denied in policy and practice. Demands were raised to ensure inclusion of women and marginalized groups affected by structural discrimination and exclusionary practices. SPO organizes PAC Meeting on Policy Gaps and Recommendations – Sindh Water Management Ordinance 2002, held today at a local hotel in Karachi.
Youth Conference on World Water Day
SPO in collaboration with Water Aid organized a Youth Conference on World Water Day with Youth members of District Councils on 22nd March 2018, in Lahore. Youth members of 21 District Councils of Punjab, members of Provincial Assembly and representatives of civil society participated in this event. Main objective of the event was to advocate increased allocation of budget for Water and Sanitation in the Annual Budget of 2018.
تربت میں ایس پی او کے زیراہتمام سیمینار: خواتین کا سماجی، معاشی اور سیاسی کردار
ایس پی او کیچ کی جانب سے جمعرات کے روز ملا فاضل ہال میں ایک روزہ سیمینار بعنوان “خواتین کا سماجی، معاشی اور سیاسی کردار” منعقد کیا گیا جس میں بڑی تعداد میں خواتین نے شرکت کی۔ سیمینار سے خطاب کرتے ہوئے سابق سنیٹر اور چیئرمین بورڈ آف ڈائریکٹر ایس پی او جاوید جبار نے کہا کہ جمہوری سسٹم میں نقص کی وجہ سے فوج اور عدلیہ کو بار بار مداخلت کرنا پڑتی ہے۔ سیاسی سسٹم میں آئین کے اندر فوج کا کوئی کردار متعین نہیں ہے۔ چار بار فوجی حکمرانی کا باعث یہی نقائص بنے ایک بار میں خود بھی فوجی حکمرانی کا حصہ رہا جس پر مجھے کوئی شرمندگی نہیں ہے کیوں کہ حالات ایسے بن گئے تھے کہ فوج کو بھاگ ڈور سنبھالنا پڑی، ایک شخص امیر المومنین بننے کا خواب دیکھ رہا تھا، البتہ پرویز مشرف نے وعدے کے مطابق وقت انتخابات نہیں کیے۔ انہوں نے کہا کہ پاکستان میں خواتین کو نمائندگی دینے کا سب سے پہلے ایک فوجی آمر کو اعزاز حاصل ہوا۔ پرویز مشرف نے اسمبلیوں میں 33 فیصد خواتین کی نمائندگی ممکن بنائی۔ پاکستان میں خواتین کی زندگی میں بنیادی تبدیلی لانے کے لیے جدوجہد کی مزید ضرورت ہے کیوں کہ خواتین اب بھی مشکل حالات کا شکار ہیں۔ پاکستان کی آبادی میں 100 مردوں کی نسبت 95 خواتین ہیں جب کہ دنیا میں یہ تعداد 105 خواتین پر 100 مردوں کا تناسب ہے۔ یہاں خواتین کی آبادی میں کمی کی کئی وجوہات ہوسکتی ہیں جن میں سے چند ایک بچی ہونے کی صورت میں ماؤں کا اسقاط حمل ، نومولد بچیوں کا قتل جس کی ایک مثال کراچی میں حالیہ دنوں کچرے کے ڑھیر سے دو معصوم بچیوں کی لاشوں کا ملناہے شامل ہیں ۔ انہوں نے کہاکہ ایس پی او تربت سمیت پاکستان بھر میں صوبائی حکومتوں کے ساتھ معاونت کررہی ہے تاکہ انسانی حقوق کو بامعنی شکل دی جا سکے۔ اس کے لیے مختلف سیمینارز، ورکشاپس اور آگاہی پروگرام منعقد کیے جا رہے ہیں۔ جاوید جبار نے کہا کہ بلوچستان کی تلخ سیاسی حقیقتیں ہیں جنہیں تسلیم کیا جائے لاپتہ افرادکے بارے جو کچھ کہا جاتاہے اگر یہ حقیقت ہے تو باعث تشویش ہے اس پر سنجیدگی سے غور کرنا چاہیے جب بلوچستان پر توجہ دی جائے گئی تو اسے معاشی میدان میں استحکام مل سکے گا۔ الیکشن میں عوام کی بلا امتیاز شرکت اور اپنے ووٹ کا استعمال ضروری ہے تربت سمیت بلوچستا ن میں الیکشن کی غیرشفافیت کی باتیں کی جاتی ہیں جو حساس ہیں۔ انہوں نے کہاکہ علم قوموں کی زندگیوں میں انقلابی تبدیلی کا ذریعہ بن سکتی ہے، تربت یونیورسٹی کا قیام ایک بہتریں پیش رفت ہے، اس کا شمار پاکستان کی ٹاپ ٹین یونیورسٹیز میں کیا جاتا ہے جو خوشگوار حیرت کا باعث ہے، اس سے ظاہر ہوتا ہے کہ تربت میں تعلیم کی شرح بڑھ رہی ہے۔ سیمینار میں فوزیہ نوشیروانی، قاضی غلام رسول ، ڈاکٹر تاج بلوچ اور شازیہ اختر نے بھی خطاب کیا۔
