Pakistan Resilience Partnership (PRP) was established in 2018 at Islamabad with a mission to enhance partnerships, collaboration and coordination among government, local humanitarian & civil society organizations, the private sector, media and academia at the country level. The PRP has laid the foundation stone for public private partnership for an effective humanitarian system in the country.
Scope of Assignment
The Government of Pakistan, is fulfilling its primary role of protecting the lives and livelihood of its citizens from both natural and human-induced disasters by reducing their exposure to risk through preparedness. Pakistan witnessed the new risk dimension because of global outbreak of COVID-19, which is still posing serious threat to the country. Though the Government is trying its best to contain the threat by enforcing various measures with the support of partners, however development of guidelines to identify preparedness and response measures against any future pandemic or epidemic is likely to reduce the risk.
In view this, a need is realized to develop guidelines for ensuring preventive measures against importation of pandemics or epidemics. The guidelines will support to establish operational procedures for preparedness and response of pandemics and epidemics based on risks identified by the Ministry of National Health Services, Regulation and Coordination, the World Health Organization (WHO) and other emerging context-based criteria.
Objective of Assignment
To develop a multi-sectoral plan aims to ensure prevention of pandemic or epidemic spread into the country, preparedness and readiness for a timely, consistent and coordinated response in the event of any such outbreak.
Primary goal is to protect the safety and well-being of community by minimizing spread of pandemic or epidemic. Secondary goal is to ensure the ability of the government to continue its smooth functions.
Time Line
The time to complete the deliverables is 02 months.
Skills & Expertise
In order to undertake this assignment, the consultant should have the following qualification/skills: –
A minimum of a Master’s degree (or equivalent) in social science.
Good understanding and knowledge of network’s mechanisms.
Good understanding of humanitarian sector and humanitarian emergencies.
Good technical understanding of disasters, specifically pandemics or epidemics.
Experience in developing guidelines and strategic documents.
Preferably international working experience.
The ability to write excellent simple, clear English.
Good verbal and other communication skills.
Timeliness in the production of deliverables is essential.
